I used to do all three but now I just do Ultra low latency, vsync, and gsync, no frame cap. or if i do do a frame cap i set to a few fps OVER my max refresh rate, because some games have a bad habit of doing like 5000 fps in the menu. and vsync doesn't catch those rare games for some reason, so yeah thats the only use case for a fps cap imo

If computer is ready to render a frame but you have it capped it will wait up to 8.3ms (most of the time it will be less) assuming you are capped at 120 fps (whatever your fps cap is divided by 1000). The game automatically sets your FPS to 60 in a specific resolution, that resolution for me was 1366x768, try these steps. 1- Change resolutions in game and type "net_graph 1" (without quotes) in console to see FPS 2- Go to your CS:GO Directory and right click on csgo

Again, G-SYNC doesn't cause "extra" input lag, it prevents tearing. As for RTSS, it typically has up to 1 frame more input lag than an in-game limiter, but can be lower lag than uncapped at the same FPS, so no, we're not talking 5ms "added" input lag vs no sync at the same framerate (using the same FPS cap) within a 240Hz refresh rate, more like < 1ms, if that.
Screen tearing is less noticeable on higher refresh rate. A good recommendation is enhanced sync, FPS cap of 141 for most games and uncapped for competitive games. Less load on your GPU + Heat until you actually need it. I personally don't use Freesync anyways since I prefer the Motion Blur Reduction on my monitor.
If you have g-sync compatible monitor and you have g-sync enabled, it eliminates tearing below the maximum refresh rate, but not above it. So if you have 144hz monitor with g-sync enabled and your fps is 100-140 - you won't see any tearing. However, if you have, for example, 144-160 fps, g-sync can't correct the monitor's refresh rate to match
